Nurse Consultant

Rufus Arther, BSN, RN, MBA is a healthcare consultant with nearly 35 years of experience in clinical care, healthcare operations, regulatory compliance, and performance improvement. He partners with healthcare organizations to strengthen regulatory readiness, improve operational performance, and develop sustainable strategies that enhance quality, patient safety, and access to care.

Mr. Arther brings more than 25 years of regulatory and consulting expertise through leadership roles with the Centers for Medicare & Medicaid Services (CMS), the U.S. Department of Health and Human Services, and Joint Commission Resources. His experience includes interpreting and applying Medicare Conditions of Participation, provider certification requirements, accreditation standards, and regulatory expectations across a broad range of healthcare settings. He is recognized for helping organizations navigate complex regulatory environments while aligning compliance with operational excellence.

Most recently, Mr. Arther served as National Chief of Clinical Services for the Federal Occupational Health Program within the U.S. Department of Health and Human Services, where he led national clinical programs, operational initiatives, and strategic planning efforts. Previously, as Survey Program Director for the CMS Western Division, he provided regulatory oversight for Medicare-certified providers across eight western states, collaborating with healthcare leaders, state agencies, and accrediting organizations to advance quality improvement, certification, and patient safety initiatives.

Mr. Arther also served as a Nurse Consultant with Joint Commission Resources, providing consultation and education to hospitals and health systems on accreditation readiness, CMS compliance, performance improvement, and survey preparedness. His clinical background includes emergency services, surgery, and critical care nursing, providing a practical perspective that bridges regulatory expectations with day-to-day healthcare operations.

Known for his collaborative leadership style and practical approach to problem-solving, Mr. Arther works closely with healthcare organizations to identify opportunities for improvement, strengthen compliance programs, optimize operational performance, and build sustainable systems that support long-term success.

He earned a Master of Business Administration from the University of the Pacific and a Bachelor of Science in Nursing from Pacific Union College. He has also completed executive leadership programs through Stanford University Graduate School of Business, Harvard University, Cornell University, and the University of California, Berkeley.
