Phillip Rudolph, MS, RRT is healthcare executive and respiratory therapist with over 40 years of experience in healthcare leadership, regulatory compliance, and respiratory care. He served as a Joint Commission surveyor for 14 years, conducting more than 500 surveys across the Home Medical Equipment (HME/DME), Ambulatory Care, and Disease-Specific Certification programs.
During his tenure at The Joint Commission, Mr. Rudolph specialized in evaluating organizations pursuing certification for sub-acute respiratory failure and other respiratory-focused programs. He assessed compliance with accreditation standards, led comprehensive evaluations of safety and quality practices, and collaborated with organizational leadership to support continuous improvement. He was widely recognized for his ability to interpret and apply standards across a range of care environments—from home care to sleep centers and respiratory therapy programs.
Bringing extensive hands-on expertise in survey readiness, Mr. Rudolph has led organizations through all phases of Joint Commission preparation. His work included organizing mock surveys, tracking compliance issues, developing documentation, and coordinating hospital-wide education. He has worked closely with hospital departments, including medical staff and executive leadership, to ensure ongoing survey readiness and successful outcomes. In addition, he has deep knowledge of Joint Commission facility-related requirements, having consulted on disaster preparedness, biomedical equipment management, and the development of safety and performance improvement plans tied to the physical environment.
Mr. Rudolph has held senior leadership positions in both hospital and home care settings, including Director of Respiratory Medicine and TJC (formerly JCAHO) Coordinator. He has successfully launched new clinical services such as sleep labs and hyperbaric medicine programs and has more than a decade of HME/DME operational experience. He is also an experienced educator, having taught respiratory care, Total Quality Management, and healthcare leadership development courses. He holds a Master of Science in Education Administration, as well as postgraduate certificates in Executive Healthcare Management from The Ohio State University and Clinical Quality Management from Cambridge, MA.
